Richmond police investigate fatal hit-and-run near 23rd Street and Hellings Avenue

Richmond police are investigating a hit-and-run crash that killed a pedestrian near the intersection of 23rd Street and Hellings last weekend.

The victim has been identified by family members as Rafael Delgado.

Delgado was walking on 23rd Street and attempting to cross Hellings Avenue when he was struck by a vehicle at approximately 8:28 p.m. Sunday. The driver did not stop, according to family members who posted about the crash on social media.

Delgado had just left Restaurante Bahía de Jiquilisco, which confirmed to Grandview that Delgado was known there as "Don Rafita," a performer who regularly sang at the restaurant. They will be accepting donations in person Friday through Sunday, 6 to 10 p.m., during karaoke hours.

Richmond police logged the crash as a felony vehicle-pedestrian collision. Department records show Delgado was crossing in the crosswalk at the time.

Richmond Police Lt. Joe England, the department's public information officer, confirmed the fatal hit-and-run.

"Our traffic investigators are working on leads right now, and we have no other information to share at this point," England said.

Investigators have not identified any witnesses and do not yet know which direction the vehicle was traveling, whether it turned from 23rd Street onto Hellings Avenue or from Hellings Avenue onto 23rd Street, according to a family member's posts.

The family is asking anyone who lives near the intersection to check home, vehicle, or doorbell camera footage from approximately 8:10 to 8:40 p.m. Sunday for any vehicle that appears to be speeding, stopping suddenly, or showing recent damage.
