What happened in Richmond: Smoke shop busts, arson, and a carjacking

Richmond police responded to multiple arsons, a midday assault with a deadly weapon at Hilltop Mall, and an early-morning carjacking on 23rd Street, while also carrying out a sweep of smoke shops. The city’s ongoing game of “Where did my car go?” cooled off slightly, with 17 vehicles stolen, down from last week’s 35. Officers also arrested suspects tied to an assault, three DUI crashes, a domestic battery, a kidnapping, and a spree of vandalism.

Monday, March 30

Vehicle recovery: Undisclosed location in 94801. A previously missing car surfaced at 1:37 a.m.

Reckless burning: 1600 block of Bissell Avenue. A fire was negligently caused at 2 a.m.

Car theft: 400 block of Stege Avenue. Someone had helped themselves to a car that did not belong to them at 5:18 a.m.

Vehicle tampering: Undisclosed location in 94804. A vehicle was interfered with at 10 a.m.

Sex crime: 600 block of 4th Street. A sex crime was reported at 10:43 a.m.

Car theft: 600 block of South 37th Street. The car didn’t wait around; it was gone by noon.

Vehicle recovery: 2500 block of Gaynor Avenue. A wandering car was found at 1:05 p.m.

Aggravated battery: 4300 block of Cutting Boulevard. Police arrested someone suspected of assaulting someone, causing serious bodily injury, at 1:15 p.m.

Evading police, obstruction, and hit-and-run: Undisclosed location in 94804. A driver led officers on a chase, obstructed them, and fled the scene of a collision at 2:40 p.m.

Child abandonment: 2900 block of May Road. A child was reportedly left without provisions or supervision at 3:45 p.m.

Battery: 3800 block of Hartnett Avenue. A person was physically attacked at 3:45 p.m.

Domestic court order violation: 100 block of South 45th Street. A person was found in violation of a court order to prevent domestic violence at 4:50 p.m.

Filing a false police report: 100 block of South 7th Street. A false crime report was made to officers at 8:20 p.m.

Warrant arrest: 600 block of 18th Street. A person was found on a felony warrant at 9:50 p.m.

Car theft: 1900 block of Potrero Avenue. The car was there until it wasn’t at 10 p.m.

Vehicle tampering: 1900 block of Potrero Avenue. A vehicle at the same location was also tampered with at 10 p.m.

Kidnapping, domestic violence, child abuse, and false imprisonment: 600 block of 2nd Street. Police arrested someone after a kidnapping, an attack on a domestic partner, harm to a child, and a false imprisonment were reported at 10 p.m.

Exhibiting a deadly weapon: 600 block of South 31st Street. A person was reported to have brandished a deadly weapon at 10:34 p.m.

Battery: North Castro Street. A person was physically attacked at 10:53 p.m.

Car theft, firearms, and stolen property: 1500 block of Chanslor Avenue. Police arrested someone after a car was reported gone, along with a concealed handgun, a loaded firearm, and stolen property found on the suspect, at 11:44 p.m.

Tuesday, March 31

Commercial burglary and vandalism: 600 block of 23rd Street. A commercial property was forcibly entered, and property was damaged at 12:01 a.m.

Petty theft: Bissell Avenue. Property was reported stolen at 12:51 a.m.

Petty theft: 100 block of South 18th Street. Property was reported stolen at 2:01 a.m.

Car theft: 2300 block of Cutting Boulevard. It slipped out of the owner’s life at 2:15 a.m.

Vehicle burglary: 700 block of 23rd Street. Police arrested someone after a vehicle was broken into at 2:46 a.m.

Domestic violence and vandalism: 700 block of Harrison Drive. A domestic partner was physically harmed, and property was damaged at 3:31 a.m.

Vandalism: 800 block of 24th Street and 800 block of 29th Street. Police arrested someone after property was damaged at multiple locations at 9:53 a.m.

Petty theft: 500 block of 32nd Street. Property was reported stolen at 10 a.m.

Driving on a suspended license: Undisclosed location in 94804. A driver was cited for operating a vehicle on a license suspended for DUI at 10:52 a.m.

Assault: 200 block of South 35th Street. An assault with intent to commit a lewd or lascivious act on a child was reported at 10:57 a.m.

Providing marijuana to a minor: 4100 block of Lakeside Drive. A person was reported for selling or inducing a minor to use marijuana at 11:46 a.m.

Battery: 100 block of South 7th Street. A person was physically attacked at 5:02 p.m.

Marijuana possession: 5000 block of Hartnett Avenue. A person was found in possession of more than an ounce of marijuana at 5:20 p.m.

Child abuse: 300 block of 34th Street. Police arrested someone after a child was seriously harmed at 7:30 p.m.

Battery: 900 block of W. Cutting Boulevard. A person was physically attacked at 7:47 p.m.

Distributing intimate images without consent: 500 block of South 19th Street. A person was reported for intentionally distributing intimate images of another without consent at 9:55 p.m.

Vehicle burglary: 3200 block of Pierce Street. A vehicle was broken into at 11 p.m.

Driving on a suspended license: Interstate 80 and El Portal Drive. Police arrested a driver for operating a vehicle on a suspended or revoked license at 11:24 p.m.

Vandalism: 700 block of South 41st Street. Property damage valued at $400 or more was reported at 11:30 p.m.

Wednesday, April 1

Petty theft: 100 block of Park Lane. Property was reported stolen at midnight.

Vehicle recovery: 3200 block of Hoffman Boulevard. A previously missing car was located at midnight.

Obstruction and contempt of court: 600 block of Lucas Avenue. Police arrested someone after an officer was obstructed and a court order was violated at 1:07 a.m.

Hit-and-run: Undisclosed location in 94804. A driver struck someone and fled at 2:46 a.m.

Vehicle tampering: 500 block of Hayes Street. A vehicle was tampered with at 3:55 a.m.

Car theft: 3800 block of Lakeside Drive. The owner came back to an empty spot at 8:13 a.m.

Fraud: 2200 block of Cutting Boulevard. False Pretenses was at it again, obtaining money at 10 a.m.

Sexual battery: 5000 block of Valley View Road. A sexual battery was reported at 11:40 a.m.

Car theft: 200 block of South 22nd Street. It vanished sometime after midnight.

DUI: Undisclosed location in 94804. Police arrested a driver on DUI charges at 2:38 a.m.

Theft of vehicle parts: 2600 block of Lancaster Drive. Parts were reported stripped from a motor vehicle at 4:30 a.m.

Petty theft: 1000 block of Factory Street. Property was reported stolen at 7 a.m.

Domestic battery: Via Verdi and Mozart Drive. Police arrested someone after a domestic partner was physically attacked at 8:31 a.m.

Domestic violence: 600 block of South 31st Street. A domestic partner was physically harmed at 9:34 a.m.

DUI, reckless driving, criminal threats, and resisting arrest: W. Bissell Avenue. A driver was reported for DUI, reckless driving, making criminal threats, and resisting an officer at noon.

Sex crimes: 4th Street. Sex crimes were reported at 12:18 p.m.

Vehicle recovery: San Pablo and Dover Avenue, San Pablo. A previously missing car turned up at 5:35 p.m.

Friday, April 3

Car theft, stolen vehicle possession, and drug possession: 1000 block of South 55th Street. A car went missing, and a person was later found in possession of a stolen vehicle and narcotics at 3:15 a.m.

Vehicle burglary: 3600 block of Chanslor Avenue. A vehicle was broken into at 8:12 a.m.

Car theft: 2400 block of Aberdeen Way. It was gone by mid-morning at 9:57 a.m.

An unsolicited public display: Undisclosed location in 94804. A person was reported for indecent exposure at 10:16 a.m.

Vandalism: 4800 block of Central Avenue. Property damage valued at $400 or more was reported at 12:30 p.m.

Vandalism: 1900 block of Florida Avenue. Property damage valued at less than $400 was reported at 12:39 p.m.

Tobacco enforcement:15500 block of San Pablo Avenue and 3000 block of Cutting Boulevard. Richmond police, working alongside city code enforcement officers, conducted tobacco enforcement operations at two businesses. Officers seized thousands of dollars worth of illegal tobacco products, including flavored vaping items banned under California law, along with a large quantity of nitrous oxide canisters. The business on Cutting Boulevard had previously been inspected and illegal products seized.

Both businesses face significant fines and penalties if convicted. The raid was part of a citywide push backed by a new Richmond ordinance adopted in March that strengthens tobacco retail licensing requirements and gives authorities expanded enforcement powers. District 3 Councilmember and Vice Mayor Doria Robinson identified the shops as Pipes R Us and Richmond Smoke in social media posts about the operation.

Vandalism: 700 block of National Court. Property damage valued at $400 or more was reported at 2:56 p.m.

Domestic violence and assault with a deadly weapon: 1200 block of Fred Jackson Way. A domestic partner was physically attacked, and a person was assaulted with a deadly weapon at 3:21 p.m.

Theft of vehicle parts: 700 block of Yuba Street. Parts were reported stripped from a motor vehicle at 5 p.m.

Saturday, April 4

Car theft: 3400 block of Richmond Parkway. The car had other plans and was gone by midnight.

Assault with a deadly weapon: 700 block of 22nd Street. Police arrested someone after a person was assaulted with a deadly weapon at midnight.

DUI and obstruction: Undisclosed location in 94801. Police arrested a driver who, not content with driving drunk, also decided to obstruct officers at 1:34 a.m.

Driving on a suspended license: Undisclosed location in 94801. A driver was cited for operating a vehicle on a license suspended for DUI at 2:42 a.m.

DUI: Undisclosed location in 94801. Police arrested a driver on DUI charges at 3:22 a.m.

DUI causing bodily injury: Undisclosed location in 94804. Police arrested a driver after a DUI resulted in injury to another person at 5:50 a.m.

Car theft: Marina Lakes Drive. It was gone before the neighborhood had its morning coffee at 7:30 a.m.

Vandalism: 1200 block of South 54th Street. Property damage valued at $400 or more was reported at 8:48 a.m.

Car theft: 100 block of 12th Street. The owner returned to find the spot suspiciously empty at 9:34 a.m.

Domestic battery and rape: 3000–3100 block of Pullman Avenue. A domestic partner was physically attacked, and unlawful intercourse was reported at 9:48 a.m.

Car theft: 100 block of 1st Street. It walked off without so much as a note at 10 a.m.

Vehicle recovery: 1500 block of Marina Way South. A previously missing car was found at 11:54 a.m.

Driving on a suspended license: Undisclosed location in 94806. A driver was cited for operating a vehicle on a suspended license at 3:55 p.m.

Arson: 33rd Street. Police arrested someone after a property was deliberately set on fire at 7:15 p.m.

Vandalism and assault with a deadly weapon: 1400 block of Hilltop Mall Road. A person was assaulted with a deadly weapon, and property was damaged at 11:39 a.m.
