Richmond police responded to multiple arsons, a midday assault with a deadly weapon at Hilltop Mall, and an early-morning carjacking on 23rd Street, while also carrying out a sweep of smoke shops. The city’s ongoing game of “Where did my car go?” cooled off slightly, with 17 vehicles stolen, down from last week’s 35. Officers also arrested suspects tied to an assault, three DUI crashes, a domestic battery, a kidnapping, and a spree of vandalism.

Monday, March 30
Vehicle recovery: Undisclosed location in 94801. A previously missing car surfaced at 1:37 a.m.
Reckless burning: 1600 block of Bissell Avenue. A fire was negligently caused at 2 a.m.
Car theft: 400 block of Stege Avenue. Someone had helped themselves to a car that did not belong to them at 5:18 a.m.
Vehicle tampering: Undisclosed location in 94804. A vehicle was interfered with at 10 a.m.
Sex crime: 600 block of 4th Street. A sex crime was reported at 10:43 a.m.
Car theft: 600 block of South 37th Street. The car didn’t wait around; it was gone by noon.
Vehicle recovery: 2500 block of Gaynor Avenue. A wandering car was found at 1:05 p.m.
Aggravated battery: 4300 block of Cutting Boulevard. Police arrested someone suspected of assaulting someone, causing serious bodily injury, at 1:15 p.m.
Evading police, obstruction, and hit-and-run: Undisclosed location in 94804. A driver led officers on a chase, obstructed them, and fled the scene of a collision at 2:40 p.m.
Child abandonment: 2900 block of May Road. A child was reportedly left without provisions or supervision at 3:45 p.m.
Battery: 3800 block of Hartnett Avenue. A person was physically attacked at 3:45 p.m.
Domestic court order violation: 100 block of South 45th Street. A person was found in violation of a court order to prevent domestic violence at 4:50 p.m.
Filing a false police report: 100 block of South 7th Street. A false crime report was made to officers at 8:20 p.m.
Warrant arrest: 600 block of 18th Street. A person was found on a felony warrant at 9:50 p.m.
Car theft: 1900 block of Potrero Avenue. The car was there until it wasn’t at 10 p.m.
Vehicle tampering: 1900 block of Potrero Avenue. A vehicle at the same location was also tampered with at 10 p.m.
Kidnapping, domestic violence, child abuse, and false imprisonment: 600 block of 2nd Street. Police arrested someone after a kidnapping, an attack on a domestic partner, harm to a child, and a false imprisonment were reported at 10 p.m.
Exhibiting a deadly weapon: 600 block of South 31st Street. A person was reported to have brandished a deadly weapon at 10:34 p.m.
Battery: North Castro Street. A person was physically attacked at 10:53 p.m.
Car theft, firearms, and stolen property: 1500 block of Chanslor Avenue. Police arrested someone after a car was reported gone, along with a concealed handgun, a loaded firearm, and stolen property found on the suspect, at 11:44 p.m.

Commercial burglary and vandalism: 600 block of 23rd Street. A commercial property was forcibly entered, and property was damaged at 12:01 a.m.

Car theft: 2400 block of Aberdeen Way. It was gone by mid-morning at 9:57 a.m.
An unsolicited public display: Undisclosed location in 94804. A person was reported for indecent exposure at 10:16 a.m.
Vandalism: 4800 block of Central Avenue. Property damage valued at $400 or more was reported at 12:30 p.m.

Tobacco enforcement:15500 block of San Pablo Avenue and 3000 block of Cutting Boulevard. Richmond police, working alongside city code enforcement officers, conducted tobacco enforcement operations at two businesses. Officers seized thousands of dollars worth of illegal tobacco products, including flavored vaping items banned under California law, along with a large quantity of nitrous oxide canisters. The business on Cutting Boulevard had previously been inspected and illegal products seized.

Both businesses face significant fines and penalties if convicted. The raid was part of a citywide push backed by a new Richmond ordinance adopted in March that strengthens tobacco retail licensing requirements and gives authorities expanded enforcement powers. District 3 Councilmember and Vice Mayor Doria Robinson identified the shops as Pipes R Us and Richmond Smoke in social media posts about the operation.

Assault with a deadly weapon: 700 block of 22nd Street. Police arrested someone after a person was assaulted with a deadly weapon at midnight.
DUI and obstruction: Undisclosed location in 94801. Police arrested a driver who, not content with driving drunk, also decided to obstruct officers at 1:34 a.m.
Driving on a suspended license: Undisclosed location in 94801. A driver was cited for operating a vehicle on a license suspended for DUI at 2:42 a.m.
DUI: Undisclosed location in 94801. Police arrested a driver on DUI charges at 3:22 a.m.
