The man killed in a shooting at a Hilltop restaurant has been identified by his family as Romario Raso Garcia.
Garcia’s family publicly identified him in a GoFundMe fundraiser created to help cover funeral and burial expenses. In the post, his sister, Arianna Garcia, wrote in Spanish that her brother was “deprived of his life at his workplace” on December 29. The family thanked the community for its support and said they are going through very difficult moments.
Richmond Police investigate homicide at Hilltop IHOP Restaurant
Updated: Tuesday, December 30, 2025, at 5:30 p.m. Richmond police are investigating a homicide after a person was found unconscious and later pronounced dead Monday afternoon inside an IHOP restaurant at the Hilltop Plaza, authorities said. The shooting occurred on December 29 at the IHOP restaurant in the 3400 block of Klose Way. Richmond police said officers were dispatched to what was initially reported as a medical call. The incident was later determined to be a homicide.
