Prosecutors have declined to file criminal charges in the fatal shooting of a 20-year-old Richmond man following a gunfire exchange near Carlson Boulevard and Potrero Avenue, police said.

The Richmond Police Department presented the case to the Contra Costa County District Attorney’s Office for review, Richmond Police Public Information Officer Lt. Donald Patchin said. “After evaluating the investigation, the District Attorney’s Office declined to file charges against either subject."

On November 8, 2025, at approximately 8:09 p.m., the Richmond Police Department Communications Center received multiple reports of shots fired in the area of Potrero Avenue and Carlson Boulevard, with at least one person reportedly struck by gunfire.

“Responding officers located an adult male victim suffering from gunshot wounds,” Patchin said. “Despite immediate life-saving efforts by officers and emergency personnel, the victim was pronounced deceased at the scene.”

Police identified the victim as Griffin Hammond, a 20-year-old Richmond resident.

A man killed in a Richmond shooting last weekend has been identified as 20-year-old Griffin Hammond of Richmond, officials said Wednesday. Police responded around 8:09 p.m. Saturday to multiple reports of gunfire near Potrero Avenue and Carlson Boulevard, according to the Richmond Police Department. Officers found Hammond suffering

According to police, homicide detectives conducted an exhaustive investigation, interviewing witnesses and reviewing surveillance footage. Investigators said Hammond was inside a store in the 800 block of Carlson Boulevard when another person entered. 

“After a verbal exchange, Subject #1 brandished a firearm at Hammond,” Patchin said. “Hammond backed away, moved toward the exit, and drew a concealed firearm. He exited the store and collided with Subject #2, who was approaching the entrance.”Police said Hammond then fired at a second man outside the store. 

“Hammond pointed his firearm at Subject #2 and fired,” Patchin said. “Subject #2 fled to the side of the building as Hammond continued firing.” The man who initially brandished the firearm “remained inside the store and did not re-engage.”

“Hammond then moved toward the intersection of Carlson Boulevard and Potrero Avenue while continuing to fire in the direction of Subject #2,” Patchin said.

Police said the second man returned fire.

“Subject #2 produced a firearm he had concealed on his person and returned fire, striking Hammond once, fatally,” Patchin said. “Subject #2 was also struck by gunfire from Hammond.”

Patchin said because the subjects were not charged with a crime, their identities are not being released at this time.
