A man has been perched atop a Pacific Gas & Electric power structure at the Cutting Boulevard substation after climbing the utility infrastructure Tuesday morning, authorities said.

The individual climbed the power structure at 10:43 a.m. on May 27 and is refusing to come down voluntarily, according to Lt. Donald Patchin, chief of staff and public information officer for the Richmond Police Department.

Emergency responders have offered resources and assistance to the man throughout the ongoing incident, but he remains on the structure as of Thursday morning.

"Officers and mental health workers have offered resources, and attempts have been made to get him to voluntarily come down, but he has refused and is still there at this time," said Lt. Donald Patchin, the department's public information officer.

Police have not released the identity of the individual or disclosed what may have prompted him to climb the power structure.

At dusk on Thursday evening, the individual was still visible on the structure and appeared to be wearing a safety harness.
