Richmond police have announced an arrest in the hit-and-run that killed an 81-year-old Richmond man earlier this month.

Don Mack, a 66-year-old Richmond resident, has been booked on suspicion of felony hit-and-run, vehicular manslaughter, and driving with a suspended license after investigators located the suspected vehicle in the 400 block of 4th Street in Richmond.

Police said automated license plate readers and video-surveillance technology provided investigators with critical leads that helped them identify the suspect vehicle, recover evidence, and make an arrest.

Rafael Delgado was crossing 23rd Street in a marked crosswalk just before 8:30 p.m. on August 23 when he was struck by a vehicle traveling northbound on 23rd Street. Police said the vehicle continued traveling until Delgado was thrown from its hood. The driver then fled the scene without stopping.

Anyone with additional information regarding this collision is encouraged to contact the Richmond Police Department.
